The Portuguese Government presented the Transformation, Recovery and Resilience Plan (PTRR) as a response to the destruction caused by the storms of January and February 2026, in particular Storm Kristin, and as a structural preparedness agenda for extreme risks. The plan covers the period from 2026 to 2034, has a national scope and is organised around three pillars: Recover, Protect and Respond.
This evaluation does not assess the PTRR as a whole, but rather the proposal to create a natural and seismic disaster fund and a system of mandatory insurance for housing and business infrastructure. According to the Government, this measure aims to ensure a faster and more predictable response in crisis situations, reduce exclusive dependence on State intervention after disasters, and introduce a social solidarity dimension for lower-income households.
This proposal seeks to address a problem of high intergenerational relevance: the possibility that the current model may transfer part of the costs of disasters to future generations, through public debt, future taxation or reduced fiscal space.
The announced mechanism is expected to be based on four main components:
- mandatory insurance coverage for housing and physical business assets;
- the creation of a national fund for natural and seismic risks, financed by premiums, contributions and possible public support;
- targeted public support to enable vulnerable households to take up insurance;
- coordination with preventive measures, such as structural rehabilitation, reduced exposure in risk areas, improved information and strengthened critical infrastructure.
